| | If a ball is holed from off the putting area, with the flagstick still in place, is there a penalty for pulling out the flagstick and removing the ball from the hole with use of the flagstick. |

The only question is - was the ball holed - sometimes the flag holds the ball so it is half in and half out of the hole - if you pull the flag in that case and the ball pops back out, it is not holed.
This is the Rules definition of a ball that is 'holed'.
Holed
A ball is "holed" when it is at rest within the circumference of the hole and all of it is below the level of the lip of the hole.
But - in your case - if the ball is at the bottom of the hole and you jerk the ball out with the flag, no problem as far as the Rules are concerned. Just be careful not to damage the hole.
