| | I know there is a 2 stroke penalty for putting into another ball at rest. In this circumstance I was away and addressing my putt. Behind my back another player stroked his putt just before me. His ball came to rest in front of the hole jut as my ball hit it. This was stroke play. I took the penalty because I didn't know if the Rules gave me relief. What is the correct scoring? |

This is a tricky one to follow, this is how I interpret it, I hope I have this right.
I am assuming it was Strokeplay.
It sounds as if you putted out of turn - the other players putt was already in motion when you putted.
You incur a 2 stroke penalty under Rule 16-1f.
BUT - if it was your turn to putt, no penalty.
Either way -
The other player's ball is an Outside Agency. See defintions of Outside Agency.
Rule 19-1b. You must cancel your stroke and replay.
And then -
If the other player's ball was at rest, it must be replaced.
If the other player's ball was in motion, he must play it as it now lies.
I think that is right.
Perhaps the forum, could have a look at it.

| | I was away and it was my turn to putt. Since there is no penalty for putting out of order, what rule says I get to put again? And what rule says I'm not penalized? |

OK, since it was your turn to putt, see Rule 16-1.f.
R16-1.f. Making Stroke While Another Ball in Motion
The player must not make a stroke while another ball is in motion after a stroke from the putting green, except that if a player does so, there is no penalty if it was his turn to play.
So, no penalty, but your ball must be replaced and replayed.
Rule 19-1.b.
If a player's ball in motion after a stroke on the putting green is deflected or stopped by, or comes to rest in or on, any moving or animate outside agency, except a worm, insect or the like, the stroke is canceled. The ball must be replaced and replayed.
The other players ball is an Outside Agency, see the Definitions section.
Outside Agency
In stroke play, an outside agency is any agency other than the competitor's side, any caddie of the side, any ball played by the side at the hole being played or any equipment of the side.
Since the other player was not your partner (on your 'side') his ball is an OA.
It is complicated, I would be interested in the opinion of the forum organiser on this one.
