| Hi there,
something that came up this weekend...
Ball rolled inside hazard lines of ditch. Ball not actually in the ditch and seemed playable from where it lay. However, the grass was about a foot tall and the ball was a few feet into this tall grass. There was confusion around the exact meaning of grounding the club. I said that it was fine to touch the grass with the club head so long as the club wasn't actually resting on the ground, the other felt that touching the grass at all was deemed grounding the club i.e. the slightest touch of the grass would incurr a penalty.
In the end the player had to hover the club about 2 foot or so away from the ball!
Can someone please clarify what was the correct decision in this situ?

| 13-4. Ball in Hazard; Prohibited Actions
The Note under Rule 13-4 (page 72 R&A Rules Book) answers your question. It says: At any time, including at address or in the backward movement for a stroke, the player may touch, with a club or otherwise, any obstruction, any construction declared by the Committee to be an integral part of the course or any grass, bush, tree or other growing thing.
