IN MATCH PLAY
I understand that the player furthest from the pin putts first.
But what penalties if any apply if the opponents agree between themselves to putt in any order; that is waive the rules?

The rules for Match Play are different and it's the 'team' that's furthest away that putts first, the team can elect which of their two balls should be putted in which order.

Also in Match Play if a player plays his stroke out of turn there is no penalty applied, however, the opponents can request that the ball is replaced on its original spot and the shot retaken when it's the player's turn.
