| Jockey, the restriction on touching ground in the hazard only applies when the ball is in the hazard. see R 13-4
Even if the ball is in a bunker any grass covered area may be touched.

| Hi Jocky,
If your ball is lying outside any hazard you can ground your club, regardless of where your stance is.
And in the situation you describe, you would even allowed to touch the sand in the bunker if needs be.
This is from the R&A Decisions book.
13-4/1 Touching Sand in Bunker When Ball Lies Outside Bunker
Q. A ball lies just outside a bunker. The player takes his stance in the bunker. May the player ground his club on the sand in the bunker or touch the sand during his backswing?
A. Yes. Since the ball was not in or touching the bunker, Rule 13-4 does not apply. However, the player may ground his club only lightly — see Rule 13-2.
I hope this helps,
ATB,
