During foursomes match play, an air shot was taken by the first player off the tee. When the second player takes the second shot as it is now thier turn, are they permitted to tee the ball up again or is the ball now in play.

Once a stroke has been made at the ball (see def of "stroke") the ball is in play.
seeing as the ball is in play it must be played as it lies, if the ball has fallen off the tee peg, played from where it lies, or if it is still on the tee peg, the tee peg must not be adjusted.
Or the player could opt to play under R28 (unplayable ball) and tee up again for a penalty of 1stroke.
