| Hello all I'm new.
Sunday's golf on UK TV gave rise to my ( and apparently Peter Allice's) query.
A ball moved to an awful position, downhill and off the green, when apparently an opponent's ball landed nearby on the green and caused it to be disturbed. They were playing for £100k's !
Was the still ball touched by the opponent's ball? the official decided it wasn't and therefore.decided to leave the unfortunate lie.
Who decided and how?
Were the onlookers asked and should they have been ???
Can they participate in such a manner??? Would the official take their view into account; he hadn't seen the event?????
What if the onlookers disagreed, 1) between themselves or 2) with either player?
Is this then just an arbitrary decision? Should onlookers have any say?
They appear to contribute when balls are lost.

| The Rules are that when a ball in motion moves a ball at rest, the ball at rest is replaced back on the spot it moved from, and the ball in motion is played from where ever it comes to lie.
I have seen Rules officials consult the crowd.
It happened in an incident with Steve Pate at the Open in '92.
Steve Pate thought his ball had moved but couldn't be sure, he called the referee over and the referee asked the crowd nearby if they had seen anything.
In the incident you describe, if the onlookers could state categorically the the ball at rest was moved by the other ball, I'm sure a referee would take that into account.
Otherwise without good evidence the balls must be played as they lie.

BTW it seems that when someone post a question here it appears 4/ 5 times. I think the reason is that, when you hit the submit / post button you get taken to a page expired warning. This may lead one to think they have to resend.
