Do you mean decorative bark or chippings placed around the base of a tree? - the answer is not necessarily.
IF the course has a local Rule and this area is designated as GUR then the answer is Yes, relief under Rule 25-1. But if it was GUR it should have been marked - OR it might be mentioned on the back of the scorecard.
Otherwise you should play the ball as it lies.
